Chairman’s Annual Report (Session 2010/11)

 

1. Introduction

Through enthusiastic dedication of our executive board members and eager participation of our members, the Biomedical Division (BMD) has been gone through a fruitful year of 2010 and 2011.

In response to the blooming demand for medical devices due to global aging trend and widespread of contagious diseases, the demand for biomedical engineers in local industry is rising vigorously. Foreseeing this trend, the BMD has organized or co-organized numerous activities in collaboration with industry & universities and in financial assistance of Government in:

1.    supporting local biomedical engineering research and experimentation;

2.    supporting product design, development and commercialisation;

3.    advising the regulatory development with government & regulatory bodies;

4.    running technical training, regulatory workshops and visits.

5.    attracting and convincing more young students to pursue this prospectus profession,

 

The BMD has contributed best effort to serve our society, hospitals, medical centres, medical device industry, academia and all other related stakeholders.   

Over this Session, the BMD has successfully completed the government funded project under Professional Services Development Assistance Scheme (PSDAS) of the Commerce and Economic Development Bureau (CEDB), which was the fourth successful PSDAS approved project of the Division. With the project titled “To Enhance the Professional Competence of Biomedical Engineers in Medical Technology and Knowledge in Medical Device Regulatory Matters in order to Capture the New Opportunities under the Expanded CEPA Framework”, new elements of regulatory affairs were introduced, in order to enhance the competitiveness of local biomedical engineers in the global medical device market by facilitating the popularization of medical device regulatory matters and application of international medical-related standards. Project deliverables were all successfully carried out, including: BME Road Show 2010 at Guangzhou from 13 Sept 2010 to 8 Oct 2010, with Jinan University, South China University of Technology and Sun Yat-Sen University as road show venues; 1-day BME2010 Pre-Conference Workshop at HKPC on 2 Nov 2010; 2-day BME2010 Biomedical Engineering International Conference at HKCEC from 3 to 4 Nov 2010, with conference theme “Research and Regulatory in Biomedical Engineering”, and with several Guests of Honor for the opening ceremony, including Dr York Chow, JP, Secretary for Food and Health, The Government of HKSAR; and 1-day Post-conference Institutional Visit to Institute of Biomedical and Health Engineering (IBHE), Shenzhen Institute of Advanced Technology (SIAT) and Shenzhen Testing Centre of Medical Device (SZDA) on 5 Nov 2010.

In addition, a series of CPD seminars/events were organized in this session, including: Technical Visit to Mobile Clinical Solution of Union Hospital; Seminar on Technology Approaches to Quality Management - with Case Studies in Medical Devices and Pharmaceuticals Industry; Seminars on “Biomedical Engineering Applications Enrich Intelligent Living” and “Intellectual Home application and e-Health” at the InnoCarnival at Hong Kong Science Parks; Seminar of Latest Update on the Revision of China SFDA Medical Devices Regulatory and Products Listing; Seminar on Biomedical Scheme “A” Training for HKPolyU Students; Seminar on Comparison of China Medical Device GMP vs ISO13485 and FDA QSR; Technical Visit to Prince of Wales Hospital on Recent Advances in Medical Imaging Technologies and Their Applications; Seminar on a brief introduction to the Medical Device Administrative Control System (MDACS) and etc.

I treasure the enthusiastic support from HKIE’s headquarter and other Divisions, and particularly for the dedicated collaboration of all our Committee Members and relevant stakeholders, without their timelessly support together with professional contribution, none of the activities would ever be achieved and succeeded during this 1-year period. In the following year, the Biomedical Division will continue to promote high quality continue professional training to existing biomedical engineers, to attract young and talented high school graduates to join into this good prospected profession, and to provide excellent services to the hospitals, medical centers and to safe guard the general public’s benefit and interest. I step down with great confidence that the new Chairman and Committee members will lead the Division to next era of sustainable growth benefiting our biomedical engineering profession, industry and community.
